National prohibition ended, but many locales still practice some forms of it. Alcohol consumption in the macro sense leads to lost productivity and increased health care costs. Prohibition by age groups does little to dampen consumption for those underage. A new twist on prohibition is the emergence (increase) of 'sin' tax. Arguments against prohibition can be extended for marijuana.
As I was reading your paper, a couple of things that came to mind were Sunday liquor sales (not consistent from one state to another), and dry counties. It was repealed in 1933 with the passing of the 21st Amendment. One third of the US government’s revenue was from liquor tax prior to WWI. When income tax was introduced there was less reliance on liquor tax and government officials “gave in” to anti-liquor lobbyists.

Since liquor was now illegal people were willing to pay more for alcohol. Since people are willing to pay more, an increased number of suppliers will enter the market. Prohibition started a black market for liquor. Alcohol was smuggled in from other countries and people also started using stills to make their own alcohol. In turn there was an increase in crime and corruption with payoffs to political officials and law enforcement.

When the Great Depression hit there was less income to be taxed, resulting in less revenue for the government. Since alcohol was still being sold underground they wanted to get their fair share of taxes from these sales.

The author mentions dry towns and that Indiana does not allow Sunday liquor sales. I believe this was overturned in a recent election and Sunday sales will be allowed starting in 2012.

There is also discussion of drinking restrictions that have been challenged, the negative effects of drinking and how a sin tax has been enacted to help offset some of these effects.

The author concludes with the mentioning that Marijuana use is a current date Prohibition and that there is discussion of legalizing it.
This is a very interesting topic and you did a nice job summarizing it. I found it particularly interesting that the majority of US taxes used to be collecting from alchol sales (before income taxes).

I have always felt this is more of a commerce issue than a "rights" issue that people often claim.
