\nThe Tragedy of the Commons is the key part of the paper, highlighting what happens when there is a common, scarce resource with no property rights. The author discusses methods that governments can use to try to avoid the negative outcomes from overuse of the resources. The examples helped to bring the necessarily theoretical discussion into the \u201cReal World\u201d. The Mongolian herding example was especially interesting as it involved moving from a wholly communal model to partial private property, which then motivated the herders into overusing the common resource. It shows that as certain countries move from communal property to a more capitalistic model, they have to be careful in how they institute changes to avoid unintended negative consequences. (I\u2019m sure there are some examples in former Eastern bloc countries as well).

\nNatural resources are probably the most difficult common property to manage. I believe this to be for two reasons: difficulty to enforce the rules and lack of substantial information with which to make the rules.
