\nI did find the possibility of cell phone payments interesting. My biggest concern would be the security issue. \nIt would seem to me that a variable interchange rate is a reasonable thing to apply when processing transactions that vary in degree of risk and overhead requirements like customer support to merchants. Demanding the same low interchange rate for all transactions is like demanding the same low health insurance premiums for smokers that non-smokers pay.

\nI just don't see any convincing evidence that even if visa and mastercard were colluding to set interchange fees that consumers are worse off. You can look to Europe (like regulators love to do) and see that they have problems too.

\nMerchants are never going to invest in expensive point of sale systems that their customers' banks do not support, and banks won't issue cards that won't make them any money without imposing some other fees on consumers. Using a credit card in Europe can be a crap shoot even if you have chip and pin. Back then my card (Mastercard) worked well in Europe, even if it didn't have all the features their cards had, courtesy of the chip. Now you can have problems because their equipment can't read our older card technology any longer. I am originally from Ukraine. Last time I was home back in 2006, I had many problems using my Visa card.
